BSEE 2023-2026 Strategic Plan

The Bureau of Safety and Environmental Enforcement (BSEE) is America’s lead agency charged with advancing safety, environmental protection and conserving natural resources related to energy development on the U.S. Outer Continental Shelf (OCS). Our work is guided by the 4 strategic goals below, the corresponding strategic objectives listed, and the guiding principles outlined by the 5 Cs.​

 

Mission

To promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

1. People

Attract, develop, and retain a diverse, skilled, and engaged workforce.


1.1 Build and sustain a diverse, inclusive, and high-performing workforce that reflects the American public, addresses BSEE workforce gaps, and drives innovation.

1.2 Develop an employee engagement strategy with multiple touchpoints from onboarding through career growth to retirement.

1.3 Leverage technology and other tools in a hybrid work environment to build community, organizational collaboration, and a highly engaged workforce.

1.4 Cultivate bureau-specific career pathways and collaborative workforce engagement including through cross-training, mentoring, and coaching.

 

2. Protection

Reduce risk to people and the environment in offshore operations.


2.1 Identify and define risks to safety and the environment on the OCS to develop clear program policies and implementation for ensuring consistent compliance and enforcement of all offshore energy activities.

2.2 Implement a proactive, risk-based approach that identifies and addresses performance gaps in our regulations and guidance, and that more effectively influences industry performance.

2.3 Use all tools and resources available to advance decommissioning oversight, while developing a longer-term life cycle strategy.

3. Reliability

Consistent reliance on systems and tools that sustain trust, transparency, and accountability.


3.1 Ensure effective and consistent cross-organizational operational execution through consistent and clear program guidance.

3.2 Demonstrate a bureau commitment to evidence and integrity through transparent, data-driven decision making; innovative systems; and modernized processes.

3.3 Engage purposefully and intentionally with internal and external stakeholders and partners.

4. Sustainability

Advance the conservation of natural resources through conscientious and responsible energy development.


4.1 Contribute to the Nation’s energy demands with a more diverse portfolio of offshore energy development projects on the OCS.

4.2 Engage stakeholders routinely to mitigate the impacts of OCS lease development projects on environmental justice communities.

4.3 Promote conscientious and efficient development, use, and recovery of resources from offshore energy projects.
