Julie Fleming

Deputy Assistant Director for Congressional & Int. Affairs

Julie Fleming manages the Bureau of Safety and Environmental Enforcement’s legislative and international strategy and engagements with Congress and BSEE’s regulatory counterparts in other countries. She joined the bureau in 2003 as the Legislative Specialist and Congressional liaison for the offshore energy program. She has also served as the bureau’s liaison to the Assistant Secretary for Land and Minerals Management, and as a member of the Department’s Energy Reform Team.

Ms. Fleming began her Washington DC career by working on Capitol Hill for her local Member of Congress, thus applying the academic lessons of her Political Science degree from Mississippi State University to real life situations on Capitol Hill. She moved to a law firm’s government affairs practice and ran its paralegal department before becoming a Legislative Analyst at the American Petroleum Institute covering the spectrum of upstream issues. While working at API, Julie completed a Master of Planning from the University of Virginia, with a concentration in environmental planning. She put this new set of skills and knowledge to use at the American Textile Manufacturers Institute managing its Encouraging Environmental Excellence program and continuing to lead strategic engagements with Congress and the Administration.

While the subject matter may have changed, key processes of the work remains constant – know the priorities of the organization, identify the various degrees of stakeholders, build coalitions to advance the mission.
