HOUSTON –This morning, BSEE Chief of Offshore Regulatory Programs Doug Morris discussed offshore collaboration and oversight during a breakfast panel discussion with Carlos de Regules Ruiz-Funes of Mexico's National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector hosted by the Center for Offshore Safety. The agency, known as ASEA, is Mexico’s national regulatory body under the Government’s Ministry of Environmental and Natural Resources and enforces offshore oil and gas regulations.
The discussion focused on collaborative efforts in the Gulf of Mexico as it pertains to safety regulations and the letter of intent between the two regulatory agencies. Another point of discussion was the implementation of Safety Management Systems by regulators in other areas of the Americas, including lessons learned and opportunities for alignment. Each of the speakers gave an overview of their area of responsibility before the discussion.
As Chief of Offshore Regulatory Programs, Doug Morris is responsible for developing and maintaining technical and operational standards, developing new regulations, enhancing the agency's inspections and enforcement programs, leading efforts to enhance operational safety, and supervising the agency's National Offshore Training Program.
