Ocean Energy Safety Institute Opens Call for Proposals
Research will Enhance Worker Safety, Environmental Sustainability
The Ocean Energy Safety Institute (OESI), administered by OESI Director Faisal Khan, Ph.D., has published a comprehensive Request for Proposals (RFP) opening funding opportunities for research pathways across three application areas: oil and gas, wind energy, and marine energy, as identified in its 2024 Annual Plan. OESI anticipates awarding up to $16 million to foster enhanced safety protocols, improved technologies, and new insights into risk management.

OESI is a Bureau of Safety and Environmental Enforcement (BSEE) and Department of Energy (DOE)-funded consortium of industry, national labs, nongovernmental organizations, and academia created to develop the technology and workforce needed for safer, more sustainable, and more cost-effective energy production. BSEE serves as a key collaboration partner in OESI activities by providing a public sector perspective that ensures activities address funding intent, priorities, and objectives.
The criteria that will be used to evaluate proposals are outlined in the RFP to ensure transparency and consistency in the selection of research projects. Consortium members are invited to submit a proposal, which must include a clearly defined approach, tangible outcomes, budget justification, and quantifiable success metrics. Proposals are selected using an evaluation process that employs non-advocate review and selection criteria with merit-based scoring rubrics tied to the solicitation’s requirements.
The deadline to submit proposals is 11:59 p.m. CST Oct. 18, 2024.

Information About OESI
Through a five-year project agreement that began May 2021, BSEE and DOE provide expertise, direction, and oversight of the OESI through a Joint Steering Committee of agency experts in the research areas, but the OESI operates independently of the two federal agencies.
With a budget of up to $40 million over a five-year period, Texas A&M Engineering Experiment Station is responsible for managing the OESI, providing input on yearly objectives, facilitating research and development related to three research areas, implementing operational improvements in the areas of offshore drilling safety, and advancing environmental protection, blowout containment, and oil spill prevention and response.
