Remains a Priority for BSEE Moving Forward
The Bureau of Safety and Environmental Enforcement’s (BSEE) National Offshore Training Program (NOTP) continued to grow in Fiscal Year 2014, with more technical courses, increased participants, and more contact hours with BSEE staff. The NOTP, a comprehensive, multi-tiered program designed to enhance the abilities of BSEE staff and promote strong leadership skills, delivered 79 technical courses in FY 2014, an increase of 29 technical courses over FY 2013. Those 79 technical courses resulted in over 23,000 hours of training for BSEE staff. A total of 955 participants successfully completed courses in FY 2014, which includes a number of employees completing multiple courses. That number is expected to grow, with 15 new technical courses planned for FY 2015.
'The National Offshore Training Program was a priority when BSEE was established in 2011 and has remained a priority as we head into 2015,' said BSEE Director Brian Salerno. 'We have continued to refine the program while increasing our course offerings to support the development of BSEE employees and the BSEE mission. Looking ahead, we will continue to specialize our training courses while leveraging strategic partnerships to support that growth and increase opportunities for the BSEE team.'
The National Offshore Training Program is designed to reduce vulnerabilities by designing and delivering technical programs that meet the unique and varied needs of BSEE inspectors and engineers. The classes provide structured training opportunities that integrate the latest technical expertise and industry practices with prudent and rigorous safety and compliance mandates. The training, a requirement for both inspectors and engineers, are preparing BSEE employees to lead the bureau now and in the future.
Additional technical training will also be offered in FY 2015 in conjunction with the U.S. Coast Guard through the recently signed Memorandum of Agreement for regulating fixed outer continental shelf facilities. Through this agreement, both BSEE and the Coast Guard will review regulatory responsibilities for systems and sub-systems on fixed OCS facilities and collaborate on joint training activities.
