Description

The purpose of this project was to validate recent recommendations intended to improve the SMART Protocol's effectiveness, and recommend and pursue improvements to the SMART Protocol. This was accomplished under the following tasks:

Task 1:

The contractor reviewed the SMART program objectives and how the program has been used in recent spill response events. This data was used to assess areas where the Protocol meets the program's goals, and identify areas where improvements can be made.

Task 2:

Meetings were conducted with USCG and other federal stakeholders to discuss a focus and approach for identifying technology advances and protocol improvements to increase the effectiveness of the SMART protocol. Focus areas included:

In-situ marine measurements In-situ atmospheric monitoring Hardware, software, and data projects for decision support Training for personnel

Task 3:

Modernization of Special Monitoring of Applied Response Technologies (SMART) Technology and Methods - 2014 report was completed. The report documented the SMART program goals in spill response; discuss where the current SMART Protocol succeeds in meeting program goals as well as where improvements can be made; and provide a review and assessment of potential value of new technologies that could be used to improve the SMART Protocol.
