Stacey Noem

Assistant Director for Offshore Regulatory Programs

Stacey Noem is the Assistant Director for Offshore Regulatory Programs (OORP). As Assistant Director, she is responsible for developing and maintaining up-to-date regulations, policies, standards and guidelines; managing functions that engage risk assessment and analysis, the evaluation of emerging and unique technologies, and driving improved safety performance.

Ms. Noem began her federal career as a Special Agent with the Environmental Protection Agency’s Criminal Investigation Division where she worked for over 16 years. She joined BSEE in November of 2012 as a Supervisory Special Investigator tasked with running BSEE’s Safety and Incident Investigations Division (SIID).  As Chief of SIID, she developed national investigations policies and a handbook, and created an incident investigations training program that is executed by SIID staff for BSEE employees.    

In addition to her Chief SIID duties, Ms. Noem also acted as the Chief of BSEE’s Safety Enforcement Division (SED). Ms. Noem was named the permanent Assistant Director of OORP in October of 2020.

Ms. Noem graduated from the United States Naval Academy in May of 1987 with a Bachelor of Science degree in physical sciences. Of note, Ms. Noem graduated within the first decade of women being allowed to receive nominations to attend the Academy. Upon graduation, she was commissioned a 2nd Lieutenant in the United States Marine Corps where she served as a Signals Intelligence Officer.
